because of the two attacks and that North Vietnam made on the united states. President Johnson's claims, the United States Congress issued the Gulf of Tonkin Resolution.which soon lead the president not having the power to declare war . Yet, CONGRESS gave them self that power to insure that the president would not have to much power.
